In the event of an emergency, officials have an urgent mandate to reach thousands of people in a short period of time in order to maintain public order. Communicating effectively and disseminating emergency information throughout a crisis is critical in managing the effects of emergencies including weather alerts, evacuations, terrorist threats, and natural disasters in a community.
